The settlement opportunities provided by the Municipality of Pavia consist of two areas: one brownfield and one greenfield, totaling over 13,800 square meters of gross surface area. These include the 'Castle of Mirabello' privately owned and intended for tourism activities, and the 'PIP - Cascina Bellingera' publicly owned and designated for industrial/artisanal activities.

Regarding the implemented interventions supported by regional contributions, various structural measures have been undertaken to ensure the safety of the Castle of Mirabello. It has also been possible to acquire equipment and technological facilities to enhance the SUAP (Single Desk for Productive Activities) service. Additionally, studies and research of socio-economic nature and the network of productive and commercial activities have been carried out to align the general urban planning instrument, aiming to propose a scenario of socio-economic urban supply. Simultaneously, a study has been conducted to develop a computer solution enabling the georeferencing of local economic activities on the Municipal Territorial Information System (SIT), serving purposes of control, planning, economic development, and marketing strategies.

The Municipality is already active in simplification, utilizing and implementing both the telematic desk and the business information folder. It is also inclined to apply a lower IMU + TASI rate below the limit value of 11.4‰ and guarantee exemption from TARI for the first two years of settlement and for activities persisting within the municipal territory for at least 3 years.

Particularly, these are the interventions that are being applied by the Municipality:

Semplification commitments

  • Guarantees that the Action Plan presented by the company is adopted by the City Council in less than 90 days from the date the request was registered.
  • Releases, upon a complete request being made, a Planning Permission in less than 60 days from the request.
  • Ensures an online 'front office' service or a dedicated section in the municipality's portal where investors or potential investors can find all useful information.
  • Uses and implements the 'electronic desk'.
  • Simplifies payments by creating a single contact for the payment of all expenses owed to the municipality and other entities.
  • Uses the SUAP [single contact point for productive activity] for proper additions to the Electronic Company File.
  • Guarantees a training course for the SUAP operators.
  • Participates in training programs related to the Electronic Company File.

Economic and fiscal incentives

  • Declares in advance all the urban planning and construction making sur not to introduce additional expenses.

  • Holds regular meetings to solve any problems with the investment process and to provide support regarding methods for payment of local taxes.
