The Municipality of Bergamo is strongly committed to administrative simplification. It uses and further develops the “Scrivania Telematica” digital platform and, through the SUAP – One-Stop Shop for Productive Activities, ensures the proper updating of the Digital Business File. In terms of tax incentives, the Municipality has introduced measures including an IMU and TASI tax rate of 0.76‰, the offsetting of IMU and TASI tax liabilities and credits, and a reduction in urbanisation charges.
ATTRACTIVENESS AGREEMENT BETWEEN REGION OF LOMBARDY AND MUNICIPALITY OF BERGAMO (BG)
The privately owned investment opportunity identified by the Municipality of Bergamo is a 3,070 sq m brownfield site (gross floor area – SLP) known as the “Ex Magazzini Generali – Via Rovelli Area”, designated for office and business activities.
The measures implemented under the Agreement include the improvement of accessibility and road connections to and from the Ex Magazzini Generali area, as well as the redevelopment of the area adjacent to the investment opportunity, located close to the railway network, the local public transport network and the ring road connecting the city’s road network.

Administrative Simplification Measures
The Municipality of Bergamo has undertaken to:
- Ensure that the Implementation Plan submitted by the company is adopted by the Municipal Executive Board within 90 days of the application being registered.
- Issue the Building Permit, provided that the application is complete, within 60 days of submission.
- Provide an online front-office service or a dedicated section on the Municipality’s website containing all relevant information for current and prospective investors.
- Use and further develop the “Scrivania Telematica” digital platform.
- Simplify payment procedures by providing a single point of contact for the payment of all charges due to the Municipality, the local health authority (ATS) and the Province of Bergamo. The Municipality has implemented the PagoPA digital payment system.
- Ensure, through the SUAP – One-Stop Shop for Productive Activities, the proper updating of the Digital Business File.
- Provide training courses for SUAP staff.
- Participate in training programmes relating to the Digital Business File.
Financial and Tax Incentives
The Municipality has undertaken to:
- Declare all urban planning and building-related charges in advance and undertake not to introduce any additional charges.
- Apply an IMU + TASI rate of 0.76‰.
- Allow the offsetting of IMU and TASI tax liabilities and credits.
- Reduce primary and secondary urbanisation charges as follows:
- Standard municipal rate: €40.40/sq m
- Reduced rate for designated areas: €20.20/sq m
- Reduce by 50% the required qualitative standards and any charges associated with a change of intended use for the designated areas.
Investor Support and Assistance
The Municipality undertakes to:
- Provide preliminary advisory and support services throughout the process, assisting companies with the submission and implementation of their projects and issuing written opinions where requested by the investor.
- Organise regular meetings to address any issues arising during the investment process and provide support regarding the payment of local taxes and charges.
