Description

The area is a Transformation Area (AT 2) as defined in the Planning Document (PGT, 2024), with a primary designation for residential and green space, and a maximum buildable floor area of 18,000 square meters. The area is partially affected by a restriction related to the 200-meter protection zone around potable water wells, which impacts approximately 30% of the total land area on the eastern side.

The regeneration project aims to create a place of interest that can serve as a gathering point for both residents and users of nearby services. To this end, the project must be designed to remain open to its surroundings, both in terms of morphology and the types of functions hosted, including the potential for commercial, food service, and service-related activities. The relationship between the building, the ground floor, and the public space must become a key element for achieving this goal.

At a broader scale, the project must integrate with existing landmarks: to the west with the Cassino Scanasio Castle and the Naviglio Pavese, and to the east with the AR-ALER residential complex.

For this purpose, the green system developing to the north of the Transformation Area plays a dual role: as an environmental connector between the aforementioned landmarks and as a mitigation zone, which must be reinforced to reduce the impact of the Tangenziale Ovest – A50 road infrastructure.

During the design phase, particular attention must be given to preserving existing natural elements, and adequate integration and mitigation interventions must be ensured for both the proposed settlements and mobility infrastructures. These interventions should be guided by the principles outlined in the “Catalogue of Landscape and Environmental Mitigation and Compensation Measures” and the “Catalogue of Nature-Based Solutions (NBS).”

The Implementation Plan must reference the urban, architectural, and relational composition typical of historic villages and town centers, as defined in the URBAN AND ARCHITECTURAL STUDY – Sports Field Area of Rozzano Vecchio / Residential Area of Viale Campania, which the project proposal must take into account.

In light of these considerations, the project should demonstrate particular openness toward Viale Campania, creating a design that invites passage into its internal spaces. This should also relate to the public services characterizing the boulevard and re-establish a connection between Viale Campania and the environmental system via the Bicipolitana (bike path) linking to the Castle, the Naviglio Pavese, and the AR-ALER area.

Rozzano

Rozzano is an Italian municipality with 41,594 inhabitants, located in the Metropolitan City of Milan in the Lombardy region, along the route that connects the regional capital, Milan, to Pavia. The territory of the municipality is crossed by the Southern Lambro River.

Rozzano is traversed longitudinally by the A50 Motorway (Western Ring Road of Milan) and bordered to the west by the A7 Motorway ("Milan–Serravalle"). Within the municipal area, there are two interchanges of the Western Ring Road: Interchange No. 7 SS35 Pavia/Milan Ticinese and Interchange No. 7bis Rozzano Quinto de' Stampi/Milan Via dei Missaglia.

The metropolitan municipality is also crossed by the provincial road (formerly state road) 35 "dei Giovi," which connects Milan to Genoa, passing through the Giovi Pass.

The natural area within the municipality of Rozzano is part of the Parco Agricolo Sud Milano (Southern Milan Agricultural Park).
