AttrACT - Agreements for Attractiveness
AttrACT: new call for proposal in order to raise awareness, present and publish new settlement opportunities in Lombardy.
Starting from November 2018 until November 2020, the municipalities will be able to present new settlement opportunities to be published on the AttrACT platform (www.attractlombardy.it). Thanks to the AttrACT Program the territorial offer, currently counting more than 100 “ready to use” settlement opportunities identified by 56 municipalities of Lombardy, will be expanded in favour of Italian and foreign investors.
The new call for proposal to participate in the AttrACT program is free, and is subject to online application. The program, promoted by the Lombardy Region in collaboration with Unioncamere Lombardia and Promos, helps Italian and foreign companies in their process of investment in Lombardy.

PROJECT DESCRIPTION AND OBJECTIVES
The AttrACT program is a unique experimentation in Italy for the promotion of the investment opportunities located in Lombardy.
The program also helps Italian and foreign companies in their investment project in Lombardy, from the preliminary assessment to the post-settlement phase, including the relocation and expansion of the existing activities.
The initiative, launched by Regione Lombardia together with Unioncamere Lombardia, aims at enhancing the territorial offering generated by the Municipalities of Lombardy, promoting the local investment opportunities both in Italy and abroad, bringing together the main territorial stakeholders by strengthening the network of relationship, in order to harmonize the intervention of all the leading players at the local level.
The initiative sees the direct engagement of the Lombardy Municipalities involved, which are called to identify the local settlement opportunities and implement simplification in administrative issues, economic and fiscal incentivization, promotion and assistance to investors. AttrACT has therefore the twofold purpose of promoting the most attractive settlement opportunities in the region and triggering the simplification of the settlement procedures.
NUMBERS OF ATTRACT
As of today, the program has mapped a total of 114 opportunities (both greenfield and brownfield) in 50 Municipalities, representing all the 12 provinces of Lombardy and pertaining to 4 key segments:
- 77 Industrial opportunities
- 27 Offices opportunities
- 18 Tourism opportunities
- 14 Logistics opportunities
The total surface covered amounts to 2.675.825,50 sqm with 5 greenfield areas above 100.000sqm each. The total Gross Floor Area is equal to 312.564,34 sqm: among the brownfield opportunities, 10 buildings have a surface over 10.000sqm.
ASSISTANCE FOR INVESTORS
The selected Municipalities commit to the creation of a clear context with defined timelines and roles by signing the so-called “Attractiveness Agreements” with Regione Lombardia.
They commit to carrying out targeted interventions such as simplifying the bureaucratic procedures, reducing the timelines for obtaining building permits and / or upgrading of an area, introducing economic and fiscal incentives for investors and promoting the local settlement opportunities.
Investors who wish to set up or expand their business in Lombardy will receive qualified assistance in interacting with the Municipalities and the territorial stakeholders. Regione Lombardia, in cooperation with the Lombardy’s Chambers of Commerce, will provide a dedicated support team that will help the Municipalities belonging to the AttrACT community in their interactions, while at the same time coordinating the territorial network of actors involved.
Regione Lombardia – through its Directorate Generals for Economic Development, Welfare and Environment – is cooperating with some of the public entities in charge of the procedures required to start a business and involved in the investment process, with the aim of ensuring an effective coordination between the public administrations and fostering the business settlement processes.
The ultimate goal of the project is to redefine the interactions between investors and Italian Public Administrations from a client-supplier perspective. Lombardy is the first Italian region to implement such a wide-scale investment promotion program, and AttrACT is expected to become both a best practice and a benchmark for all the other Italian Regions.

Besides the main section, dedicated to local opportunities, which, thanks to an innovative search engine, can also be identified in a specific area of interest on an interactive map, the website shows the services offered by AttrACT program for investors.

This category of data includes IP addresses or domain names of computers and terminals used by users, the URI / URL (Uniform Resource Identifier / Locator) addresses of the requested resources, the time of the request, the method used in the submit the request to the server, the size of the file obtained in response, the numeric code indicating the status of the response given by the server (success, error, etc.) and other parameters relating to the operating system and the user's IT environment. These data, necessary for the use of web services, are also processed for the purpose of: • obtain statistical information on the use of services (most visited pages, number of visitors by time or day, geographical areas of origin, etc.); • check the correct functioning of the services offered. Data communicated by the user: the optional, explicit and voluntary sending of messages to the contact addresses as well as the completion and forwarding of the forms available on the Site, entail the acquisition of the sender's contact data, which are necessary to reply, as well as all personal data included in the communications. Providing data The provision of data for the purposes referred to in point 2: • a), it is necessary for browsing the Site and cannot be optional; • b), it is necessary for the management of requests sent, otherwise, it is impossible to respond to received requests; • c), it is mandatory only for fields marked with "*", otherwise, it is impossible to proceed with the registration to the newsletter; • d), it is optional, but failure to provide or consent could limit the functionality of some components of the Site. Recipients of the data Personal data are processed by personnel authorized from the owner. Browsing and registration data can be processed by external subjects in charge of managing the Site and IT systems. The data could be communicated to the judicial authority at its request for any investigation needs in case of offenses. Rights of the interested party and forms of protection The exercise of the rights is guaranteed to the interested party, which is recognized by articles 12 and following of the GDPR. In particular, he/she is recognized the right to: - access his/her personal data; - request the correction of inaccurate personal data; - request the deletion of personal data; - obtain the limitation of the treatment; - oppose the treatment; - ask for the portability of personal data; - withdraw consent to the treatment, without prejudice to the lawfulness of the treatments already performed; - propose a report to the Guarantor Authority for the protection of personal data, according to the methods provided by the Authority itself.
